Position Opening: Brownfields Coordinator
Grant-Funded, Full-Time: 40hrs./wk., Pay Range: $27.00 – 30.00 hr., (DOE)
Anticipated Start Date: Dependent on grant funding – October or later. This is a grant-funded position, and continued employment depends on ongoing program funding.
Location: Anchorage, Alaska; hybrid or remote work within Alaska may be considered for the right candidate.
General Job Description: The Native Village of Georgetown Environmental Department is seeking a Brownfields Program Coordinator (Coordinator). The Coordinator will establish and lead NVG’s Tribal Brownfields Response Program in accordance with the EPA-approved Work Plan. Responsibilities will include developing an inventory of potential Brownfields sites, establishing and maintaining a public record, developing program procedures, conducting community outreach, coordinating with regulatory agencies and regional partners, and building NVG’s capacity to support future site assessment, cleanup planning, and remediation activities. Major Duties Include:
Coordinate Brownfields Program (50%): Coordinate and organize meetings of interested Tribal Organizations and Stakeholders associated with Brownfields. Assist in Brownfields site identification. Communicate with consultants, U.S. Environmental Protection Agency (EPA), and Alaska State DEC (ADEC) as needed regarding the management of the Tribe’s Brownfields grant; and maintain all records for the Brownfields Program. Assist with Brownfields site identification and documentation; coordinate with EPA, ADEC, technical assistance providers, consultants, landowners, and regional partners as appropriate; and support planning for future site assessments and cleanup activities. Maintain site inventory and photo library. Establish and maintain NVG's CERCLA-compliant public record. Attend EPA grants-management training, Brownfields training, peer learning, coordination with other tribal programs, and attendance at environmental conferences.
Coordinate Public Engagement Activities (25%): Identify and engage community partners to assist with workforce development, training opportunities, and community engagement. Produce e-newsletter, social media posts, and pamphlets related to Brownfields activities. Assist with public engagement events as needed, including preparing and giving presentations. Manage event publicity and follow-up, including event photography, social media posts, mailing list management, attendance documentation, and event evaluation. Prepare, publish, and distribute meeting and public hearing notices. Identify opportunities to engage the community creatively. Develop and maintain a Regional public database of potential Brownfield sites; plan and conduct site investigations in cooperation with other organizations.
Management of Federal Grant Activities (25%): Work with other Tribal Organizations that receive EPA Brownfields funds to coordinate and collaborate on site inventory and potential remediation activities for the Mid Kuskokwim Region. Work with other organizations to achieve performance outcomes, pursue grant opportunities, coordinate projects, and engage the community. This may include attending meetings, training, serving on committees, writing and/or editing reports, and preparing future Brownfields proposals. Review and process requests for payments, timesheets, travel arrangements, trip reports, and complete quarterly and annual reports for submission to the EPA’s Brownfields Program Manager.
Other duties and responsibilities as assigned.
Required Qualifications
Education/Experience: High school diploma or equivalent and at least one year of post-secondary education or technical training. Closely related work experience may substitute for the post-secondary education requirement.
Reading and Comprehension: Ability to read, understand, and apply technical documents, program guidance, policies and procedures, government regulations, reports, manuals, and other professional materials.
Writing: Ability to prepare clear and professional reports, correspondence, meeting notes, summaries, outreach materials, emails, and other program documentation using appropriate grammar, spelling, and formatting.
Math: Ability to perform practical calculations used in program and field work, including fractions, percentages, ratios, proportions, measurements, and basic budget calculations.
Communication: Strong verbal and interpersonal communication skills, including the ability to communicate effectively with Tribal members, Tribal leadership, government agencies, consultants, partner organizations, and the public. Must be comfortable presenting information at Tribal Council meetings, public meetings, regional forums, and other settings.
Organization and Judgment: Ability to manage and prioritize multiple tasks, meet deadlines, maintain accurate records, exercise sound judgment, and adapt to changing priorities. Ability to follow technical procedures, collect and organize information accurately, maintain complete records, and document field and program activities.
Computer Skills: Working knowledge of Microsoft Office and web-based applications and ability to learn new software, databases, and communication platforms.
Teamwork and Independence: Ability to work effectively both independently and collaboratively as part of a small team.
Travel and Fieldwork: Ability and willingness to travel within Alaska, including to remote Middle Kuskokwim communities by small aircraft, boat, snowmachine, or other means, and to work periodically in cold, wet, remote, or otherwise challenging field conditions.
Preferred Qualifications
The following qualifications are desirable but not required:
Experience with environmental programs, Brownfields, contaminated sites, environmental assessment, natural resource management, or related work.
Experience working with Tribal governments, Alaska Native organizations, rural Alaska communities, or government agencies.
Familiarity with the Middle Kuskokwim region or experience working in rural Alaska.
Experience administering grants or grant-funded programs, including budgets, activity tracking, deliverables, and reporting.
Experience conducting community outreach, facilitating meetings, giving presentations, or communicating technical information to the public.
Experience with environmental fieldwork, sampling, GPS/GIS, mapping, data collection, or field documentation.
Familiarity with EPA, ADEC, CERCLA, Brownfields, Tribal Response Programs, or other environmental regulatory programs.
Experience developing procedures, maintaining program records, or managing databases and inventories.
Experience with Adobe software, GIS or mapping applications, social media platforms, or other communications and data-management tools.
Familiarity with boats, snowmachines, ATVs, small engines, or other equipment commonly used for rural Alaska fieldwork.
Work Environment & Physical Requirements
This position is primarily office-based but includes periodic fieldwork and travel throughout Alaska, particularly within the Middle Kuskokwim region. Travel may involve small aircraft, boats, snowmachines, or other forms of rural transportation. Fieldwork may involve cold or wet conditions, uneven terrain, remote locations, and potential encounters with wildlife. The position requires extended computer use and the ability to safely carry 50lb and use equipment and supplies necessary for field activities. Occasional irregular hours or overtime may be required for travel, meetings, fieldwork, or other program activities.
